Product owner
Definition
The Product Owner (PO) is the Scrum team accountability responsible for maximizing the value of the product by owning and ordering the product backlog, clearly expressing backlog items, and ensuring the team understands what to build and why.
The Product Owner is a single person, never a committee. Multiple stakeholders may influence what goes in the backlog, but one person makes the final call on priority and order. This single-throat-to-choke clarity is intentional — diffuse ownership of the backlog leads to contradictory priorities and stalled teams.
What the Product Owner owns:
- The product backlog — creating, ordering, and refining it
- Story acceptance — deciding when a story meets its acceptance criteria
- Trade-off decisions — what to build vs. what to defer when capacity runs short
- Stakeholder communication — representing the business to the team, and the team's constraints back to the business
What the Product Owner does not own:
- How the work gets done (that's the developers)
- Team processes (that's the Scrum Master's domain)
- The sprint backlog (the developers own it once the sprint starts)
Common failure modes:
- Unavailable PO: attends planning, disappears for the sprint, then disputes results at review
- Proxy PO: the real decision-maker isn't the PO — the team constantly waits for sign-off from above
- Backlog dumper: adds hundreds of stories but never orders, refines, or removes anything
The PO role often overlaps with what other organizations call Product Manager. In practice, the PM/PO hybrid is common — especially in startups where the same person does customer research, writes specs, and manages the backlog.

- PO reorders the backlog after a customer discovery session reveals a new top priority
- PO rejects a story at sprint review — the feature works but doesn't match the acceptance criteria
- PO and lead developer negotiate scope during sprint planning to fit the sprint goal with available capacity
- PO adds a spike story to the backlog after engineering flags a technical unknown before committing to a feature
- Startup founder acts as PO while also doing sales — balances customer feedback loop with backlog management
